The Township of West Lincoln, being part of Niagara Region is situated on treaty land. This land is steeped in the rich history of the First Nations such as the Hatiwendaronk (Hat-i-wen-DA-ronk), the Haudenosaunee (Hoe-den-no-SHOW-nee), and the Anishinaabe (Ah-nish-ih-NAH-bey), including the Mississaugas of the Credit First Nation. There are many First Nations, Métis, and Inuit people from across Turtle Island that live and work in Niagara today. The Township of West Lincoln, as part of the Regional Municipality of Niagara, stands with all Indigenous people, past and present, in promoting the wise stewardship of the lands on which we live.

West Lincoln Heritage Committee

 

The West Lincoln Heritage Committee is an Advisory Committee to Council constituted to make recommendations on matters relating to the Ontario Heritage Act, including the identification, preservation, conservation and restoration of buildings in the Township of West Lincoln that are historically, culturally or architecturally significant to the community.  The Heritage Committee consists of not fewer than five (5) members appointed by Council, for the 4 Year Term of Council (2022-2026).

Required Number of Committee Members – Not fewer than 5 per Section 28 of Ontario Heritage Act and By-law 98-15 (as amended).
(Traditionally chose 4 Members of the public plus one Councillor = 5 Members)

West Lincoln Public Library Board

 

The Public Library Board consists of not fewer than five (5) persons (no more than nine (9) persons) appointed by Council one of whom is a member of Council and the remainder being appointed citizens.  The Board is responsible for the operation, maintenance and promotion of the Township's library branches pursuant to applicable legislation.  A person is qualified to be appointed as a member of a board who is a member of the appointing council or is at least eighteen years old, is a Canadian citizen is a resident of the municipality for which the board is established and is not employed by the board or by the municipality.

Required number of Board Members – No fewer than 5 up to 9 Members (desirable to have 2 representatives from each Ward + 1 Councillor Representative = 7) as per By-law 2008-79 – Qualifications per Section 10 of the Public Library Board Act:
-  is at least 18 years old;  is a Canadian citizen;  is a resident of the municipality;  is not employed by the board or by the municipality

3.
Court of Revision (Drainage Act)

 

The Court of Revision is responsible for hearing appeals from landowners relating to assessments imposed on them as a result of drainage works that are undertaken under the authority of the Drainage Act. The appeals would relate to the portion of the cost for the proposed drainage works which is assessed to specific land owners.   The Court of Revision consists of three (3) or five (5) members appointed by Council, for the 4 Year Term of Council (2022 – 2026). Every Member shall be a person eligible to be elected as a Member of Council or shall be a Member of Council.   

Required Number of Appointments – 3 OR 5 per Section 97 of the Drainage Act & Members of Council may be appointed

Committee of Adjustment (Includes Land Division and Property Standards)

 

The Committee of Adjustment is an independent body appointed by Council under authority granted by the Province through the Planning Act. The Committee consists of five members of the public.  The purpose of this committee is to consider minor variances/adjustments to the setback provisions of to the Township of West Lincoln's zoning by-law and grant consent approval for the severance of land for the creation of new lots or for boundary adjustments in accordance with policy. The Committee of Adjustment/Property Standards Committee consists of not fewer than three (3) members (suggest five (5) members) appointed by Council, for the 4 Year Term of Council (2022 – 2026).

The purpose of the Property Standards Committee is to hear appeals of Property Standards Orders and either confirm, modify, rescind or extend the time for complying with the order. This order is originally issued by Township By-law Enforcement Staff but can be reviewed by the Committee upon approval.

Required Number of Committee Members – Not fewer than 3 as per Section 44(1) of the Planning Act (suggest 5 as we rotate the use of members and 3 sit at one time)

Stockvaluers

 

Under the Livestock, Poultry & Honey Bee Protection Act (LPHBPA) Council appoints at least one or more persons as valuers of livestock and poultry, to assess damage to livestock caused by animal attacks. The livestock valuators are responsible for assessing values and determining if the loss of livestock and poultry was attributable to attacks by wolves, coyotes or stray dogs.  In most cases there are three (3) persons appointed by Council for the 4 Year Term of Council (2022 – 2026).

Required number of appointments - Traditionally, three (3) persons have been appointed by Council for the term of Council and individuals appointed as Stockvaluers.

Joint Accessibility Advisory Committee

 

The Joint Accessibility Advisory Committee is a legislated Committee as required under the Ontarians with Disabilities Act (ODA) and Ontario Accessibility for Ontarians with Disabilities Act, 2005 (AODA).  The mandate of the committee is to assist Council in improving opportunities for persons with disabilities by promoting the implementation of the Ontarians with Disabilities Act (ODA) and Ontario Accessibility for Ontarians with Disabilities Act, 2005 (AODA) for the Township of West Lincoln. The Joint Accessibility Advisory Committee will achieve this objective by advising Council each year and, as required by the Act, by preparing an annual progress report on the municipality’s Multi-Year Accessibility Plan for Council approval which will focus on the identification, removal and prevention of barriers to people with disabilities.

The municipalities of West Lincoln, Grimsby, Lincoln, Pelham, Port Colborne, Niagara-on-the-Lake and Thorold formed a joint Accessibility Advisory Committee under the provisions of the Accessibility for Ontarians with Disabilities Act, 2005 and Ontario Accessibility for Ontarians with Disabilities Act, 2005 (AODA).

The main purposes and activities of the Accessibility Advisory Committee are:

- to advise Councils on the preparation, implementation and effectiveness of a Multi-Year Accessibility Plan and provide Annual Progress Reports;  to review site plans and advise on accessibility issues relating to identified buildings within the Municipalities;  to advise Councils on other accessibility related issues within the Municipalities including policies and procedures associated with accessibility issues, customer service etc.

Required number of Committee Members:
West Lincoln, Grimsby, Lincoln, Pelham, Port Colborne, Niagara-on-the-Lake and Thorold

Current Membership
Maximum 11 members - majority of members (minimum of six (6) - persons with disabilities – serve for the term of council and may be reappointed – suggested number of citizen appointments to be determined based on interest  + one (1) Member of Council from among the seven (7) participating municipalities

Proposed Membership (to be address in January 2023 by the JAAC)
Currently, the Terms of Reference allows for twelve (12) representatives. It is the consultants opinion that there should be fifteen (15) representatives, meaning two reps per municipality fourteen (14). Of those fourteen (14), up to five reps may be people without disabilities and one (1) Council representative.

Age Friendly Advisory Committee

 

The Township of West Lincoln’s Age Friendly Advisory Committee shall consist of a maximum of twelve (12) voting members.

The committee membership will be represented by members at large from the public. The committee will strive to have representation from JAAC (Joint Accessibility Advisory Committee). Should the committee have representation from the JAAC, disability-related accommodations will be provided including but not limited to transportation to meetings, alternate formats of meeting materials upon request and alternate communication supports upon request (e.g. closed captioning or American Sign Language) as is appropriate to ensure full participation of persons with disabilities.

Required number of Committee Members - maximum of twelve (12) members.

West Lincoln Santa Claus Parade Committee

 

The West Lincoln Santa Claus Parade Committee is to advise and assist Council to ensure that an inclusive and safe parade event is planned and presented for the community. This mission shall be accomplished through the provision of advice and recommendations on Christmas parade matters to the Township Public Works/Recreation/Arena Committee, municipal staff and to the community.

Required number of Committee Members - Membership will be comprised of up to one (1) member of Council, up to one (1) staff Liaison and up to twelve (12) Committee members.

Mayor's Youth Advisory Committee (Youth - Ages 12-18 Years Old)

 

The mandate of the Township of West Lincoln’s Mayor’s Youth Advisory Committee (MYAC) is to ensure that youth are involved in the decisions made within the Township of West Lincoln that affect them, their families and friends. The MYAC will present a youth perspective. The MYAC will inform and involve other youth in the Township of West Lincoln.

The Mayor’s Youth Advisory Committee (MYAC) will provide an authentic voice for youth in the 
community and seek to provide quality programs created by youth for youth. MYAC intends to achieve this by solidifying relationships between youth and the community at large and by initiating and supporting youth oriented events and programs.

Citizen Recognition Program Committee

 

The Citizen Recognition Program Committee consists of 3 Members of Council including the Mayor, whom will be the Chair of the Committee. The Committee meets, as required, during the months prior to the awards recognition event, which is held annually during the forth quarter. The Executive Assistant will be the staff liaison for the committee and will be responsible for agenda preparation and minute taking as well as arranging meetings.
